Define the collection round: period, deadline, datasets, and reminder cadence (Phase 1 API).

Create a draft round, then open it to allow BU submissions.
Leave empty to send when you open the round (if today or past).
Datasets in this round
Checked forms are included when you create the round. Seed forms first on Form Designer if the list is empty.
Reminder schedule
Rules are stored on the selected round. Celery Beat sends reminders when workers run.

API connection
Point at your FastAPI server. Run make mint-session-token and paste the Bearer token. Set BRENDA_INPUT_FORM_ENABLED=true on the API.
BU submission UI: Open public form shell (requires signed link query params).
